According to Florida Statute 383.14

• Prenatal Screening – “Requires the primary health care provider to send the Healthy Start screening reports directly to the local Office of Vital Statistics. The department must maintain the confidentiality of the information. It follows that the department may not release the information unless it has a signed consent to release the information to another agency”.
• Postnatal Screening – “A risk factor analysis using the department’s designated risk assessment instrument shall also be conducted as part of the medical screening process upon the birth of a child and submitted to the department’s Office of Statistics for recording and other purposes…”
